اثر جهش قیمتی نفت بر شوک‌های ارزی در ایران

ابتدا این را می‌دانیم که الگوی ارزی کشور ما شناور کنترل شده است و بانک‌مرکزی در بازار ارز مداخله مستقیم دارد و باید داشته باشد. همچنین می‌دانیم که در اقتصاد ایران می‌توان اینگونه انگاشت که منابع مالی حاصل از فروش نفت قبل از تحریم‌های بین‌المللی و آمریکا علیه کشورمان به دست دولت می‌رسید و دولت آن را از طریق بانک‌مرکزی به پول ملی مبادله می‌کرد و معادل ریالی پول نفت را به‌طور مستقیم در بودجه هزینه می‌کرد؛ ولی پس از اعمال تحریم‌های ظالمانه توسط آمریکا و برخی دیگر از کشورها، پول نفت عملا نمی‌تواند وارد کشور شود و دولت به صورت مستقیم به منابع مالی حاصل از فروش نفت دسترسی ندارد. در این صورت دولت بستانکاری خود از خریدار را که به حسابی در یک بانک خارجی واریز شده، ولی قابلیت آزادسازی و بهره‌برداری از آن وجود ندارد، به بانک مرکزی فروخته و مجددا معادل ریالی آن را از بانک‌مرکزی دریافت کرده است. این فرآیند چه به صورت اولی و چه به صورت دومی، در اقتصاد ایران تقریبا رویه‌ای مرسوم است.
باید توجه کرد که عرضه و تقاضای ارز در ایران در دو حوزه نقدی و حواله همواره در بازار ارز جاری بوده است. عرضه ارز یا توسط بانک‌مرکزی صورت می‌گیرد که اصلی‌ترین منابع بانک‌مرکزی نیز ارزهای دولت یا بخش‌های اقتصادی مانند پتروشیمی‌هاست که طبق موادی از قانون مکلف به فروش ارزهایشان به بانک‌مرکزی هستند یا اینکه بانک‌مرکزی سامانه‌هایی را ایجاد کرده است و صادر‌کنندگان مجبورند منابع ارزی خود را در این سامانه‌ها و با قیمت‌هایی که به‌طور کامل یا تا حدودی توسط بانک‌مرکزی تعیین و اعمال می‌شوند، ارز خود را به فروش برسانند. بنابراین می‌توان گفت که هم در بازار نقدی اسکناس و هم در بازار سامانه‌ای، اصلی‌ترین عامل تعیین نرخ ارز در بیشتر مواقع بانک‌مرکزی است که در اصطلاح مرسوم به بازارساز معروف است. حال سوال این است که عامل تعیین قیمت ارز در دوره‌های متفاوت زمانی در کشور کیست؟ آیا همیشه بانک‌مرکزی توان تعیین قیمت را داشته و بازارساز بوده است؟
پاسخ به این سوال ابعاد آشکار، شفاف و البته مبهم و ناپیدایی دارد. در شرایطی که انتظارات تورمی و انتظارات قیمتی تحت یک روند معمول و بلندمدت تعادلی قرار گرفته است و نوسانات بازارهای داخلی و بین‌المللی زیاد نیست، اصولا اخبار مثبت و منفی هستند که روزانه به‌خصوص روی بازار نقدی و اسکناس تاثیر می‌گذارند و نوسان قیمتی به وجود می‌آورند. ولی اندازه نوسان به حدی نیست که از دامنه تحمل یا توان بازارساز بیرون برود. بنابراین بازارساز با عرضه مقداری منابع نقد بیشتر، خبر و اثر را کنترل و نرخ را حفظ می‌کند؛ ولی وقتی اتفاقی در فضای بین‌الملل یا در ارتباطات بین‌المللی کشور با نظام جهانی و به‌خصوص آمریکا در حال شکل‌گیری باشد که ماهیتی بزرگ‌تر از کوتاه‌مدت یا دارای اثرات بزرگ تعبیرشده توسط جامعه باشد، آنگاه انتظارات اجتماعی به سمت افزایش جدی تقاضای ارز نسبت به عرضه آن حرکت کرده و نوسانات بزرگ‌تری را به وجود خواهد آورد و به تبع آن اگر بانک‌مرکزی قصد کنترل داشته باشد، باید هزینه کنترل بزرگ‌تری بپردازد.
در اینکه عرضه و تقاضا قیمت را در بازار تعیین می‌کند شکی نیست؛ ولی اینکه اندازه نوسان و نیز مسیر و هدایتگری نوسان در اختیار بازارساز قرار بگیرد، به اندازه نوسان و منبع ایجاد‌کننده آن و نیز تداوم و سخت‌جانی عامل ایجاد‌کننده بحران بستگی دارد. نوسانات بزرگ در قیمت نفت همواره این ظرفیت را دارد که عرضه منابع ارزی از سوی بانک‌مرکزی را تحت‌تاثیر قرار دهد. هرچند از زمانی که تحریم‌های بین‌المللی عاملی برای عدم‌توان بانک‌مرکزی در عرضه ارز درتملک خود بود، دیگر بانک مرکزی مانند قبل توان دخالت در بازار اسکناس را نداشت، ولی همین که معادل ریالی این ارز را در اختیار دولت قرار می‌داد و از آن طریق منابع ایجاد نقدینگی را گسترش داده و عملا با ایجاد تورم در کالاها و خدمات امکان افزایش نرخ ارز را به وجود می‌آورد، می‌توان گفت که نوسانات قیمت و میزان عرضه نفت کشور، همواره منابع مهمی برای ایجاد نوسان در قیمت ارز بوده است.
افزایش قیمت نفت یا توان فروش آن با افزایش منابع در دسترس، در شرایطی که دسترسی به ارز مربوطه ممکن باشد، می‌تواند عرضه ارز را در بازار گسترش دهد و در کوتاه‌مدت عاملی برای کاهش قیمت ارز باشد؛ ولی در بلندمدت با افزایش منابع ریالی بودجه و ضرب شدن این منابع در ضریب تکاثری بخش پولی کشور، می‌توان انتظار داشت که در بلندمدت برعکس کوتاه‌مدت اثر گذاشته و قیمت ارز را افزایش دهد. از سوی دیگر هرگاه منابع ارزی کشور افزایش یافته و در کوتاه‌مدت قیمت ارز از طریق عرضه بیشتر در بازار کاهش داشته، عملا عاملی برای افزایش تمایل به واردات و سفرهای خارجی بیشتر بوده است که در دوره بعدی عاملی برای افزایش تقاضای ارز بوده و نرخ آن را افزایش داده است.
حال فرض کنیم که این اتفاق بیفتد و منابع حاصل از قیمت نفت در بازارهای جهانی یا میزان عرضه آن بیشتر شود و نفت بیشتری را با قیمت‌های بیشتر بفروشیم، ولی نتوانیم به علت تحریم‌ها منابع حاصل از آن را به داخل کشور وارد کنیم؛ در این صورت به علت رفتار مبادله‌ای بانک‌مرکزی و دولت، تامین مالی بودجه از طریق فروش منابع ارزی کنز شده در بیرون کشور به بانک مرکزی صورت می‌گیرد و تورم‌زایی در آینده اتفاق خواهد افتاد. البته در کوتاه‌مدت نیز عرضه ارز به صورت نقد در بازار داخلی شکل نخواهد گرفت و همین باعث می‌شود که قابلیت و توانمندی بانک‌مرکزی در کنترل نوسانات و بازارسازی تا حدودی با محدودیت مواجه شود. به‌طور کلی می‌توان گفت، چه تحریم باشیم و چه نباشیم، به علت مکانیزم فروش ارزهای حاصل از فروش نفت توسط دولت به بانک‌مرکزی، هنگام افزایش قیمت نفت یا افزایش توان فروش آن، فرآیند تورمی و پس از آن افزایش نرخ ارز را حداقل از یک دوره بعد به صورت مستمر مشاهده خواهیم کرد؛ ولی وجود یا نبود تحریم باعث می‌شود که اندازه نوسان‌های نرخ ارز بزرگ‌تر یا کوچک‌تر باشد.
قابل ذکر است که هنگام نوسان شدید قیمت نفت و نوسان بالای درآمد حاصل از فروش آن، چون در کشور صندوق توسعه ملی به صورت مستقیم بخشی از این منابع را دریافت خواهد کرد، همه نوسان وارد بودجه دولت نمی‌شود، اما بخش قابل‌توجهی از نوسان منتقل خواهد شد؛ ولی اگر مکانیزم صندوق به گونه‌ای تنظیم شود که دولت فقط بتواند مقدار تعیین‌شده در بودجه سالانه را برداشت کند و مازاد درآمد نفتی کشور کامل وارد صندوق توسعه ملی شود، آنگاه اثرات نوسانی این تغییرات می‌تواند به‌شدت کاهش یابد؛ حتی اگر نوسانات در مسیر کاهش قیمت نفت یا کاهش درآمدهای دولت از نفت باشد. این موضوع البته مشمول عدم‌تقارن معنادار آماری در اثرات بالا رفتن یا کاهش قیمت نفت است؛ ولی وجود صندوق توسعه ملی و فرآیندهای ارتباطی این صندوق با درآمدهای نفتی می‌تواند دامنه نوسانات را کنترل یا اندازه اثرات نامتقارن را تا حدودی به سمت تعادل مقداری متمایل کند.
